Default how to read this pgm file (p5..255..255..255..$$%.....)

Hi,,
i would like to read such pgm file :it looks like raw pgm file..

P5
255 255
255
$$%%&('(&&*''*-,,)()*.-+*00-,231.,.,.--)-0-........data...

i know how to read other pgm files but for that one i'am little bit
lost how can i read such characters in 8bits..and what the
corresponding format for them ..
are they ascii ....Any help will be appreciated
