Default ESL using Spartan 3/3E kits

I was wondering if it is possible to use the ESL approach for building
applications on Spartan 3/3# starter kits? There is a special kit by
XIlinx that can be used for ESL and DK /PDK suite from Celoxica. Is it
possible to add PSL/PAL support for the Spartan 3/3Estarter kits so
that Handel-C can be used to build and debug microblaze?
