Ditto to what Antti says on ispLEVER Starter plus a couple of links...

Yes, ispLEVER Starter is a web downloadable version of ispLEVER for
Windows, which you can download here:

ispLEVER Starter supports the ispMACH 4000V device, among others.

The programming tools are called ispVM, which you can download here:

Both downloads are complimentary, but you will need to register for
Lattice web account prior to downloading these tools.
