compact flash configuration on ml403 board

hi can anyone expalin me how to use compact flah to configure the device with my design bit file. I tried to convert .bit to .ace using iMPACT and copied to CF and tried to configure the device but it did not work and only shows Err led on with red on the board.

please help me..
