How do you compute the data rate for the Zigbee standard to get a rate
close to 250 kbps? Zigbee supports raw data rates, but if I were to
change my bandwidth or power, how would this affect the data rate if I
were to propose an adaptive rate scheme?

I see my confusion! Zigbee only specifies the higher level layers from
Network to Application layers. The 802.15.4 standard specifies the PHY
and MAC layers so it is those data rates that I want to compute.
