My company is planning to develop a commercial BTS simulator test box
(for handset testing)
and we will or have developed our own DSP implementation of the
GSM/GPRS PHY.
However, we will still need to obtain licenses from the essential
GSM IP holders (Nokia, Ericssson, Siemens, etc).

I have read that for handsets the total royalties for GSM patent IP
are 20-30% of the GSM handset cost (not sure if retail or wholesale
cost).

In our case the piece of test equipment will sell for a price
of 200-400 K, but at low volumes.
Does anyone have any guess as to what type of royalties these
companies will ask for? I want a general idea before contacting them.

Since I'm not expert in the legal area, I don't know about the amount of
payment you need to use GSM IPRs. However, I want to tell the latest
news about the GSM royalty dispute.

HELSINKI (Reuters) - InterDigital said the original decision by the
International Court of Arbitration meant Nokia would have to pay up to
$252 million in royalty payments.

Hence, you must be careful when you want to sell products which contains
the IPRs of other companies.
