Free DSP Tool for giving test-case display output to generate Video or Picture

Hi,

I'm looking for a Free DSP Tool to which i can give the test-case
display output and the tool generates video or picture depending on
type of stream input(test-case output).

Please suggest me any tool or if any other technique which can be
used.
