Watermarking isn't really steganography. The important quality of most
watermarking is that it is darned hard to rub out the watermark.
Although the watermark is not usually allowed to intrude, in most cases
nobody cares if you can see it is there. It some cases it is actually a
requirement you can always see it is there. In steganography the key
thing is that nobody, except the intended recipient, even knows there is
information present.
