Does anyone know any companies in Canada who are doing active development in the
field of communications (preferable mobile), physical layer, coding, or digital
signal processing or speech processing (noise cancellation, text-to-speech
synthesis, coding)?

PMC Sierra, Nortel, Alcatel... those are the big ones, the list is fairly
long.

CRC do a lot along those lines. (not sure about the speech bits but the rest
for sure).
