Given that many programmable memories clear to 1's, it would
have been convenient to include an inverter such that 1's were
safer than 0's.

I remember in the early EPROM days, I believe the 1702 cleared
to zeros, and then the 2708 cleared to ones. Zero was convenient
for processors with NOP at X'00'.
