i am new to FPGA but my qustion is this : After testing and building a circuit using the FPGA board , how do you now build a permanent circuit using the FPGA on a PCB.

i am asking this since the FPGA chip on the board cant be removed .

You don't actually remove

You don't actually remove the FPGA from the board. The FPGA Board needs to have a FPGA prom which will program the FPGA everytime it is powered up, and it itself acts like a circuit of the board.
