Problem with burning program onto fpga

Hi everybody, i am new to fpga programming. i have spartan 3e starter kit and i want to burn a very simple program (that ands two bits => c = a & b where a and b are input switches and c is the output LED). Now i am using ISE 8.2i and when i want to burn the program onto the fpga using IMPACT the following error occured.

1) when i just use the fpga then

                       "done did not go high"

2) and when i want to burn the program onto PROM and then the FPGA will load from PROM then the following error occurs

                     "IPACT 563: please ensure the connection as specified by the databook"

          i have no idea what is the problem because i am using the ISE 8.2i tutorials instruction completely,

           please tell me because i am stuck at this point
