Need help on deciding FPGA Development kit

Hi All,
I am newbie in FPGA,looking for a development kit which includes IDE and a full fledge libraries.Below are the most important things that I want to do on the development kit.
1> A set of libraries that includes counters and Timers.
2> Soft core containing ARM processors
3> Development board must have a daughter card interface where in I can try FPGA's from different vendors(Universal development kit)
4> Should have mixed signal options.

In general I am looking for a kit which can help me putting most of my hardware into FPGA.Eg: 555 Timer
