The Role:
The U.S. States Group within US Public Finance covers the 50 U.S. states and several U.S. territories, including Puerto Rico. As an Associate/Associate Director in the U.S. States Group, you assume the lead role on a portfolio of states and contribute to and, often, author state sector publishing efforts. As a state analyst, you will be required to develop an in-depth understanding of the main drivers of credit conditions in the states that you cover. This includes, but is not limited to, economic performance, budget process and status, financial liquidity patterns, legislative and political developments, debt practices, and the federal-state and state/local relationship as it applies to the your specific portfolio of states. You will also be required to remain informed and aware of developments and trends in the sector as a whole. You are expected to publish timely and insightful credit reports as well as thought leadership pieces that are more specific to developments in your states or emerging trends in the sector. As an Associate/Associate Director, you are also expected to be a thoughtful contributor to credit committee discussions in your role as either primary analyst, backup, or voter. The position requires you to interact with high level government officials, investors, intermediaries, members of the media, and representatives from industry groups, among others. Furthermore, you are required to regularly communicate with local government portfolio analysts as well as higher education analysts to keep them informed about developments in your states that could affect local and higher education issuers.

Your Skills:
Master's Degree in public policy, finance, management or related field
2-5 plus years of experience of relevant work experience experience in the muni market is a plus

Must have strong communication skills, including public speaking, presentation, and writing skills
Strong interpersonal skills are also essential

Qualifications

Examples of Work

Under close and immediate supervision, performs the following duties with progressive independence as ability is demonstrated and experience is gained.

Reviews permit applications for individual sewerage disposal systems, retail food establishments, and institutions or modifications to existing permits.

Conducts investigations to determine compliance with State and Federal laws and regulations and the State Sanitary Code.

Conducts routine inspections of permitted establishments and permitted sewerage systems.

Participates and/or assists in enforcement actions.

Assists in conducting on-site inspections of existing or proposed waste water discharges from facilities such as car washes, sewage treatment facilities, etc. onto highway right-of-ways.

Investigates complaints from the public regarding unsanitary conditions, insect and rodent infestations, food-borne illness, etc. and recommends any necessary corrective measures.

Participates in emergency response activities.

Collects drinking water, sewage effluent, and food samples for analysis.

Performs related work as assigned.

DUTIES:

As an Auditor for the DOE OIG, you will conduct performance and financial audits perform systematic examinations and appraisals of financial-related records, reports, management controls, and policies and practices which reflect the financial condition of DOE organizations and activities, contractors, and grantees, including state and local governments, laboratories, universities, and private industrial and business operations.

You will be responsible for preparing work papers/reports to document the audit process including audit objectives and related conclusion, deficiencies, and recommendations for corrective action. You will also assist higher level auditors in determining areas of high risk to focus on during the audit, and other related assigned duties.

Recent Graduate Program Eligibility:
To meet these requirements, you must have obtained a qualifying associates, bachelors, masters, professional, doctoral, or technical/vocational degree or certificate from a qualifying educational institution within the previous two years.

Preference eligible veterans who were precluded from applying due to their military service obligation begin their 2-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed 6 years from the date on which the degree (or certification) was completed.

At the GS-7 applicants must have one (1) year of graduate-level education or superior academic achievement or one (1) year of specialized experience equivalent to at least the GS-5 level. Specialized experience includes but is not limited to performing routine technical accounting assignments, and assisting to verify reports against source accounts, reconcile bank and other accounts, verify cash receipts and disbursement vouchers, verifying accuracy of computations, and preparing routine working papers.

At the GS-9 applicants must have two (2) years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree or one (1) year of specialized experience equivalent to at least the GS-7 level. Specialized experience includes but is not limited to performing technical accounting assignments, verifying reports against source accounts, reconciling bank and other accounts, and assisting to prepare audit work papers in TeamMate, and determine that approved accounting policies and procedures are followed.

DUTIES:

As a Supervisory Auditor working for the Office of Inspector General you will oversee a group of Inspectors and Auditors who will conduct reviews of management issues and administrative allegations impacting Department of Energy operations. A management inspection/audit typically focuses on the economy, efficiency, and effectiveness of a specified program or activity. An allegation based inspection is a highly focused, fact-finding review typically initiated in response to an allegation of waste, mismanagement, or abuse. The inspection involves comprehensive data gathering and analysis that serves as the basis for developing findings, conclusions, and recommendations regarding the inspected program/activity. The incumbent also directs and manages a professional staff engaged in solving involved evaluation and accounting problems, which includes major elements of the Department of Energy (DOE) operations at Headquarters and in the field and receives frequent Congressional attention.

QUALIFICATIONS REQUIRED:

POSITION SUMMARY: The Occupational Therapist organizes and conducts occupational therapy programs for the agency to facilitate rehabilitation. S/he directs patient participation in selected tasks to restore, reinforce, and enhance performance. The Occupational Therapist facilitates the learning of those skills and functions essential for adaptation and productivity, in order to diminish or correct pathology.
RESPONSIBILITIES/ACCOUNTABILITIES:
1. Screens, examines and evaluates patients, including history, systems review, and application of appropriate tests and measures, synthesis information and interprets examination findings in order to establish a diagnosis, identify impairments, determine the predicted level of improvement and the time required to achieve it, identify precautions/contraindications and design and plan of care. Develops appropriate treatment goals and methods in collaboration with the patient and caregivers, implements the occupational therapy treatment plan, and completes all related documentation and record keeping regarding these services. Services include but are not limited to application of therapeutic techniques in areas such as cognitive skills, muscle strength, coordination, endurance, mobility, perceptual abilities, sensory awareness, sitting and standing tolerance, balance, activities of daily living, joint protection, work simplification, orientation and/or physical agent modalities.

2. Supervision of Occupational Therapy Assistants, temporary licensees, students and support personnel in accordance with state licensure requirements and professional standards.

3. Attends and contributes to patient care, staffing conferences and other related meetings.

4. Consults with and/or makes referrals to other disciplines, agencies in order to address the comprehensive needs of the patient.

5. Puts patient service first: ensures that patients and families receive the highest quality of service in a caring and compassionate atmosphere which recognizes the individuals' needs and rights.

6. Designs, fabricates, fits and/or applies adaptive devices, and trains patients in the use of adaptive devices including orthotics and prosthetics.

1. S/he must be a graduate of an occupational therapy curriculum accredited by and meet ACOTE standards.
2. S/he must have initial registration from the National Board for Certification in Occupational Therapy.
3. S/he must be able to practice occupational therapy per state guidelines and be licensed and/or eligible for licensure as required for Occupational Therapy practice in the state.
