Associate/Associate Director

July 7, 2015 - 12:05am
Position Description

Company: Standard & Poor's Rating Services, a division of McGraw Hill Financial (MHFI)

Position: Associate/Associate Director (depending on experience and qualifications)

Group: U.S. States Group (US Public Finance)

Location: New York

The Role:
The U.S. States Group within US Public Finance covers the 50 U.S. states and several U.S. territories, including Puerto Rico. As an Associate/Associate Director in the U.S. States Group, you assume the lead role on a portfolio of states and contribute to and, often, author state sector publishing efforts. As a state analyst, you will be required to develop an in-depth understanding of the main drivers of credit conditions in the states that you cover. This includes, but is not limited to, economic performance, budget process and status, financial liquidity patterns, legislative and political developments, debt practices, and the federal-state and state/local relationship as it applies to the your specific portfolio of states. You will also be required to remain informed and aware of developments and trends in the sector as a whole. You are expected to publish timely and insightful credit reports as well as thought leadership pieces that are more specific to developments in your states or emerging trends in the sector. As an Associate/Associate Director, you are also expected to be a thoughtful contributor to credit committee discussions in your role as either primary analyst, backup, or voter. The position requires you to interact with high level government officials, investors, intermediaries, members of the media, and representatives from industry groups, among others. Furthermore, you are required to regularly communicate with local government portfolio analysts as well as higher education analysts to keep them informed about developments in your states that could affect local and higher education issuers.

The Impact:
Your position as a state analyst is extremely important as this is a highly-rated and high profile sector. The states group will provide you with both a macro and micro view of what is happening nationally as it relates to the economy, debt, pensions and credit. In addition to having your hand on the pulse of U.S. Public Finance, your opinions will often be sought out by industry leaders and participants. You will also be asked to continue to contribute to improvements to our processes, our analysis, and our products.

The Career Opportunity:
As a state analyst, your role is extremely important to the company's future and success as the industry leader. You will be responsible for delivering S & P's views and opinions on important issues affecting credit quality in the municipal bond market. The job is challenging and will require you to bring your best every day to ensure analytical excellence and rating accuracy. Our career path allows you to choose two tracks for moving up within the organization, analytical or managerial. We strongly believe that each analyst should be utilized at his or her highest and best use, which means that regardless of which path you decide take, your room to grow is only limited by your own ability.

The Team / The Business
The U.S. states team has a strong collegial environment and friendly atmosphere as an Associate/Associate Director, you would work very closely with other senior analysts, but we would also expect you to play a role in developing and mentoring our junior staff. A lot of the work is completed independently, but every rating involves a team of analysts, so teamwork is extremely important! As analysts in a regulated company, we value those who are pro-active, organized and detail-oriented. The pace is fairly rapid, since at any time any analyst is probably juggling numerous ratings so if the thought of working on one report by yourself for months sounds boring to you, you'd like this environment.

Our Hiring Manager says:
'I'm for a person who has a deep understanding of the municipal market and has a deep interest in the inner workings of government, especially those factors that affect credit quality. We want someone who is detailed oriented, but can take a step back and see the broader picture. We are looking for someone who is confident, thoughtful, and curious.'

You'll love this job because it involves evaluating the public sector without all the political messiness we get to focus on the facts and state our opinion about what direction we think a government credit is headed. If you care about public policy but don't want to be in politics, or are fascinated by how governments finance projects and public services, but don't want to be a banker, this is a great position for you it's a best combination of private and public sector!

Your Skills:

- Master's Degree in public policy, finance, management or related field
- 2-5 plus years of experience of relevant work experience experience in the muni market is a plus
- Must have the ability to think independently and critically
- Analytical curiosity and strong research skills are a must
- Must have strong understanding of financial reporting and analysis
- Must have strong communication skills, including public speaking, presentation, and writing skills
- Strong interpersonal skills are also essential
- Must have strong analytical and problem-solving skills
- Excellent time management and ability to plan, prioritize and meet deadlines and
- Must be proficient in Microsoft Office and be willing to learn how to use our proprietary software
