PAYROLL TAX ACCOUNTANT POSITION SUMMARY: Akima, LLC has operating companies with employees in all 50 states, the District of Columbia and international locations. The payroll tax Accountant has overall responsibility for administering the payroll tax operations.

RESPONSIBILITIES: Responsible for all domestic federal, state, local as well as international payroll tax compliance Periodic, quarterly and annual balancing of all payroll tax liabilities and payments Reconcile year end W-2 file and ensure W-2 tax integrity. Manage agency notices and all amendments/make-up payments Research employee, tax authority and payroll issues and implement corrective actions to resolve errors Manage the timely filing of all payroll taxes Manage quarterly Monopolistic workers compensation payments Manage payroll tax vendor relationships Assist with internal, external and government audits Design, document, and review payroll tax processing procedures. Work with the Payroll Tax Manager to organize and facilitate ongoing development, evaluation and maintenance of documentation (e.g., Standard Operating Procedures, Work Instructions) to ensure complete, accurate, and up-to-date depiction of processes. General ledger support for payroll tax liabilities Assist with testing of Deltek Costpoint tax updates. Act as a resource for payroll tax questions for the team as well as other departments. Perform special payroll tax projects as assigned Process applications for Employers Registrations for various states. Auditing social security numbers via SSNV on a routine basis

EDUCATION & EXPERIENCE: Required Skills o Minimum of 2 years of multi- state payroll tax experience o Bachelor's degree in accounting or finance or equivalent technical experience. o Experience in an in-house payroll environment o Recent experience processing multi-state payroll and taxes o Thorough knowledge of payroll tax rules and regulations o Strong analytical skills and attention to detail o Excellent project management and time management skills o Advanced MS Excel skills o Strong communication written and verbal communications skills o Demonstrated ability to handle numerous tasks simultaneously and ability to adapt in a fast paced environment o Experience with accounting systems o Thorough knowledge of application process for Employer Registrations for various states. - Develops and implements sales plans based on marketing and sales financial objectives. Projects expected sales volume and profit for existing and new lines of business through analyzing trends and results. Responsible for monitoring costs.
- Negotiates contracts, establishes pricing strategies and recommended selling prices in accordance with CareerStaff policies and guidelines. Complete Requests for Proposals, as needed.
- Assists in managing the day-to-day operations of the location to include, but not limited to, human resources, accounts payable, payroll, billing, accounts receivable, clinical, legal, and compliance functions. Maintains regularly scheduled business office hours and insures the office is staffed according to CareerStaff guidelines.
- Provides leadership and supervision to office staff in the branch. Interviews, hires, develops, manages performance and progressive discipline as needed in collaboration with the Area Manager/Director. Ensures positive employee relations and resolves any staff issues or grievances.

The Center for Substance Abuse Prevention (CSAP) is located within the Substance Abuse and Mental Health Services Administration (SAMHSA), Department of Health and Human Services (HHS). It is composed of four line Divisions, an Office of Program Analysis and Coordination, and four staff components.

CSAP provides a national focus for the Federal effort to prevent the onset of illegal drug use to prevent under age alcohol and tobacco use and to reduce the negative consequences of using substances. CSAP fulfills this responsibility by: (1) Providing a national focus for the Federal effort to develop best prevention programs and practices for reducing substance abuse promoting the dissemination of effective substance abuse prevention programs building capacity of States,, communities, and other groups to apply such knowledge effectively and bring about systems change and promoting norms supportive of prevention of substance abuse at the family, workplace. healthcare, community, and national levels (2) Developing, implementing, and reviewing prevention and health promotion policy related to substance abuse and analyzing the impact of Federal activities on State and local Governments and private program activities. Providing technical assistance to States and local authorities and other national organizations and groups in planning, establishing and maintaining substance abuse prevention efforts (3) Administering grants, cooperative agreements and contracts which support the development and application of new knowledge in the substance abuse prevention field. Developing and implementing workplace prevention programs with business and industry. Conducting managed care activities and coordinating these activities with SAMHSA and other HHS components (4) Reviewing and approving and/or disapproving State Prevention Plans developed under the Substance Abuse Prevention and Treatment Block Grant Program authority and overseeing the implementation of Federal legislation requiring States to have and enforce laws prohibiting the sale and distribution of tobacco products to minors (known as the Synar Amendment) (5) Serving as a national authority and resource for the development and analysis of information relating to the prevention of substance abuse and encouraging and collaborating with our Federal agencies, national, foreign, international, State and local organizations to promote substance abuse prevention activities and (6) Providing a focus for addressing the substance abuse prevention needs of individuals with multiple, co-occurring drug, alcohol, mental, and/or physical problems.

Along with the Director, the Deputy provides national leadership and direction in substance abuse prevention and participates in planning, developing, implementing, executing, administering, and managing/directing a comprehensive, integrated program. Serves as the Acting Director in the absence of the CSAP Director and assumes full authority for the operation of CSAP and is authorized to make all decisions and commitments for the Director.

In conjunction with the Director, supervises the planning and evaluation of CSAP programs. Directs short-and long-range planning activities to define broad goals, objectives, and priorities. Recommends the initiation of programs, projects, and special courses of action to ensure the accomplisihment of evolving program requirements and objectives. Directs the formulation of strategies and guidelines necessary to complete speoial projects.

The Deputy reviews materials intended for approval and/or, signature by the Director and/or Agency Administrator, having major program policy and operational implications, and reccomends appropriate courses of action. Provides high-level technical expertise, advice, and guidance to the Director and Agency Administrator about policies and programs pertaining to, or affecting, CSAP programs and objectives. The Deputy's judgment represents major input into the total CSAP effort, and the incumbent is a key participant with Agency executive staff implementing and coordinating Agency-wide programs.

The Deputy participates with the Director in establishing and maintaining liaisons within the Agency, the Department and other public and private organizations engaged in related programs and assesses the implications of legislation and other initiatives which may have an impact on substance abuse prevention activities. In conjunction with the Director the incumbent administers the Substance Abuse Prevention and Treatment Block Grant Program, including the conduct of compliance reviews provision of technical assistance to States, Territories, and Indian Tribes and oversight of application and reporting requirements related to the Block Grant Program.

The Deputy coordinates the allocation of funds and personnel, budget formulation and execution participates in the presentation and defense of such plans and administrative activities to higher authority and ensures that operational practices, approaches, methods, and techniques are the latest and most effective. Along with the Director, organizationally structures the functional responsibilities and work assignments for the most effective, efficient, and economical use of resources and of CSAP personnel, both professionaly/clerical support within and across organizational lines. The incumbent identifies staffiing needs and assists in attracting/securing/retaining high-quality managers/personnel for key positions. Reviews training needs of the staff and ensures that vigorous on going training programss are administered for professional, technical, and administrative staff.

The Deputy participates in, and contributes to, meetings and conferences with top level Agency/Department officials members of the prevention and academic communities, counterparts from Federal, State, local government agencies and others to discuss and explain CSAP substance abuse prevention activities. The Deputy is authorized to speak for CSAP at conferences and meetings with officials and program staff at various levels including HHS and other government agencies, the Office of Management and Budget (OMB), Congress, and outside public/private groups. In the absence of the Director, makes final decisions and commitments for CSAP at these meetings/conferences. When necessary, the incumbent represents CSAP, and/or SAMHSA before various congressional committees on substantive program issues and testifies before HHS committees and OMB in support of CSAP programs and budgets.

Represents CSAP and/or SAMHSA in relationships with other interested groups or individuals, such as members of White House committees, the Office of National Drug Control Policy, the news media, etc. Such contacts are for the purpose of initiating, implementing, administering, and coordinating projects which focus on strengthening the Nation's ability to reduce substance abuse and its associated problems for developing national strategies and policies pertaining to substance abuse prevention for assuring representation and awareness of substance abuse prevention needs, problems, and modalities,at the highest levels ofgovernment and ensuring an understanding ofCSAP programs, objectives, and priorities.

QUALIFICATIONS REQUIRED:

Unless you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program (CDP) approved by the Office of Personnel Management (OPM), you must provide a separate narrative statement for each of the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) in order to receive consideration for the position. Current or former career SES members are not required to address the ECQs, but must address the MTQs.

Job Summary: The Lowbed Driver position is responsible for safely operating 5-axle and 6-axle flatbed and lowbed tractor-trailers. Essential Duties and Responsibilities: Responsible for own personal safety at all times. Operate 5-axle and 6-axle flatbed and lowbed tractor-trailer in a 500-mile radius of Harrisburg. Safely load, secure, and transport heavy equipment & other dimensional loads. Occasionally accept overnight dispatch. Must fill out daily DOT logs and billing forms. Interact with customers and team members. Must be familiar with PA Permit requirements and other states as required.
